Age: Around 21-24 physically, is a vampire.
Birthdate/Sign:
October 30th, Scorpio. Dio has no canon sign or birthdate. I chose this sign because most of the negative qualities fit Dio very well. He is incredibly ruthless and will stop at nothing to get his way. He is also sadistic, demonstrated well when he promises not to kill a woman's baby and, instead, turns her into a zombie and she kills her own baby. Dio is also very dangerous, even from the time prior to him becoming a vampire. He's responsible for the death of his father, many horrible acts done to Jonathan Joestar, and for the death of his adopted father, too. Dio's personality is also very intense and magnetic -- he draws followers to him without much effort. He was able to turn Jonathan's friends away from him with a few well placed lies. He is also prone to intense emotion and bouts of violence. He's also dynamic in personality and will use force to get his way. Sensuality is a large part of Dio's character, being able to draw individuals of either gender to him. In later parts of canon, it's said that he has an unnatural sensuality about him.
Tattoo: The size of a half-dollar on his right hip.
Suitability: n/a
Power: Blood freezing. It is exactly what it sounds like: Dio is able to freeze the blood in someone's body. The degree depends on how much of the person he's touching -- if he grabs their hand, an area up to their forearm is capable of being frozen. Above the elbow, it's the entire arm and shoulder. It's recoverable, but very painful, as it causes sudden, rapid frostbite.
Personality: To begin with, Dio's overall mindset was greatly affected by the abuse he suffered at the hands of his father. His actions could best be described as nihilism. He has zero regard for the well-being of others, especially when it comes to getting what he wants. He has no qualms doing whatever it takes to get himself ahead.
Dio is ambitious. Even before he found his path in life, he wanted nothing more than to make his way to the top. He will do anything it takes to get ahead, including stepping on others to get what he wants. When given the slightest hint of an opportunity to get what he wants, he will jump on it. Opportunity doesn't even need to knock, he will beat opportunity to it. In his own mind, he's working two steps ahead of everyone else. In canon, he forsakes his humanity in order to become even more powerful.
Dio is ruthless in everything he does. He will turn a person's friends against them, ruin their personal life, and destroy everything dear to them if it will further his means. He will stop at nothing to get his way or what he wants. Mercy is not a word in his vocabulary. If you are in his way, he will destroy you. In canon, he tries to break Jonathan Joestar's spirit from the very beginning. He beats him up, isolates him from his friends, kisses his girlfriend to turn her away from him, and even kills his dog (at that point, Jonathan's oldest and only friend). His actions are the very definition of ruthless.
Dio is also very charismatic. He has a persona that he uses to draw people close to him. Whether or not he keeps these people around is another story entirely. His charisma is often described as "crushing" and he uses this to his advantage. He will use it to get people to do things for him or to surround himself with powerful people.
When things don't go his way, Dio is very quick to anger. The moment someone starts to show a will of their own, he does what he can to strike it down. He uses violent means to exert his will, such as twisting someone's arm or hitting them without warning. He's not afraid to get into a fight and can easily hold his own, even without the vampirism. His anger gets the better of him, at times.
Dio is also exceptionally arrogant and completely self-assured in his own abilities. His arrogance is, naturally, his downfall. In canon, he constantly taunts whoever is fighting him by calling their efforts poor or useless. He also loses his final confrontation against Jonathan due to his arrogance -- he ignored the fact that the sword through his stomach was being used to thaw out Jonathan's frozen blood, a mistake that costs him his life.

"Zodion" First-Person Network Entry: [Dio had actually taken the time to figure out how this alien (to him) technology worked. It didn't take him long at all and his voice was calm, but tinged with anger.]
I worked very hard to get my power. Do you know how many people I had to kill? How much effort it took to recover? How long it took me to get where I was? Any idea at all? No, of course you don't...My work was interrupted, as well. I was in the middle of something extremely important. I'm going to work even harder to get my power back. I earned it only to have it taken by some faceless "gods".
When I get my hands on these so-called "Twelve", the result will not be pretty. Their deaths will not be fast and they most certainly will not be painless. There is hell to pay for getting in my way and interfering with my goals.
"Zodionlogs" Third-Person Prose Entry: Dio was quite angry already -- he had been taken from his chance to finally put Jonathan in his place and end that useless bloodline of his -- but the letter he held in his hand made it that much worse. He had no interest in helping anyone, regardless of who they were. He could tell it was a form letter, which furthered his anger with it. All he loved and cherished? What a disgusting bit of sentimentality. It would probably have swayed a dog like Jonathan, but Dio knew better. He had been given no reason to help whatever false gods these were and some writing on a piece of paper would do nothing for their cause. He shredded the letter and tossed the pieces aside.
"What a meaningless effort. I wonder how many have fallen for it already," he said to himself, pocketing the communicator. He would figure out that thing at a later date.
For now, he needed to orient himself and get a feel for his surroundings. He would not be caught unawares in an unfamiliar area. Whether or not he had any enemies to worry about was a moot point -- the possibility of that arising was always there. It was far better to be prepared than to be caught without a clue. Plus, it would give him a chance to see if he could wile some information out of residents. While others would consider this a complete weakness and react with fear, Dio chose to react in a more sensible way. Though, really, threatening wasn't a bad idea, either. He had been interrupted during a very, very important incident and this would not stand. He couldn't do much at the moment, though, but taking it out on someone would make him feel better.
